Home Development Mutual Fund (HDMF) Registration for Enterprises in the Philippines

The Home Development Mutual Fund (HMDF), also known as Pag-IBIGFund, is the government agency responsible for providing housing programs and benefits for employees in the private and public sectors. As mandated by Philippine laws, employers must register their employees with Pag-ibig to provide them with housing, multi-purpose, and calamity loans.

Importance of Registering with HMDF

Republic Act (RA) 9679 mandates all employers to register their respective employees with HDMF, along with Social Security System (SSS), Philippine Health Insurance Corporation (Philhealth), and Government Service Insurance System (GSIS). HMDF is a safety blanket provided by the government that provides loans for housing and emergency purposes. It also ensures that your contributions are yours, and you are allowed to withdraw them after a certain amount of time.

The Pag-IBIG membership allows members to loan for residential properties not exceeding 1,000 square meters. It also offers short-term loans for members who need livelihood, medical, and educational assistance. Aside from the loans offered, you can also withdraw your savings after two decades of membership or after 240 contributions.

HMDF Benefits

Aside from housing programs, Pag-IBIG also offers several loans for its members, such as the following:

  1. Home Financing. A member who wants to purchase or construct a residential property may apply for a home financing loan for financing that is payable within 30 years. However, this loan is subject to approval depending on your salary.
  2. Savings. Contrary to the usual savings in a bank Pag-IBIG ensures to provide guarantee tax-exempted annual dividends. At the end of every member’s contribution, Pag-IBIG funds allow its members to refund their total accumulated value (TAV). Moreover, Pag-IBIG doesn’t charge annual fees as well.
  3. Calamity Loan. Once a member’s location is placed under a state of calamity due to natural disasters, Pag-IBIG allows them to loan 80% of their total accumulated value (TAV) with a 5.95% interest per annum.
  4. Multi-purpose Loan (MPL). Aside from housing and calamity loans, Pag-IBIG also provides multi-purpose loans or MPL. Usually, these short-term loans can be used for travel, funding a small business, bills payment, and even home renovation.

These loans can be availed by Pag-IBIG members upon the agency’s approval. Members that are eligible to apply for a loan are those who meet the following criteria:

  • 24 months active membership;
  • not more than 65 years old;
  • legal capacity to acquire real property;
  • no housing loan foreclosed; and
  • if with an existing housing account or short-term loan, the payments must be updated.

General requirements:

Before you apply with pag-IBIG, you must prepare the following documentary requirements:

  1. Duly accomplished Employer’s Data Form 
  2. Duly accomplished Specimen Signature Form
  3. SSS certification (if already SSS registered) 
  4. Business permit or Mayor’s permit
  5. Present the following documents:
    • For Sole Proprietorship
      • DTI Certificate of Registration
    • For Partnership/Corporation or Foreign-owned corporation
      • SEC Certificate of Partnership or Incorporation
      • Approved Articles of Partnership or Incorporation and By-laws
      • Board Resolution Concerning Authorized Signatories
    • For Cooperative
      • CDA Certificate
      • Approved Articles of Cooperation
    • For Trade Association
      • SEC Certificate of Incorporation
      • Articles of Incorporation and By-laws

How to Register with HDMF

Registering your entity with HMDF is imperative. To help you, we provide a step-by-step- guide on how to register your business with HDMF through its online registration platform, Pag-IBIG Electronic Submission of Remittance Schedule (eSRS):

  1. Proprietor enrollment and screening:
    • Go to www.pagibigfund.gov.ph.
    • Download and fill up the eSRS Employer Enrollment Form (The authorized user must be a Pag-IBIG member with a Pag-IBIG Member’s Identification (MID) Number.)
    • Submit the accomplished form to the Pag-IBIG Fund branch maintaining the employer’s account.
    • Wait for the notification of the Pag-IBIG fund via email about the status of the enrollment.
  2. Payment File Preparation:
    • Visit Virtual Pag-IBIG for Employers and go to “Electronic Submission of Remittance Schedule.”
    • Log in to your account
    • Select manage employees
    • Ensure that the employee list is complete and updated
    • Select “Create Payment Instruction”
    • Ensure to Print the Payment Instruction Form (PIF)
  3. Payment:
    • You can pay through Pag-IBIG Fund’s accredited collecting partners:
      • Bayad (formerly CIS Bayad Center)
      • EC Pay
      • Moneygment App
      • UCPB Bank
      • AUB Bank
    • Present the printed PIF
    • Settle the corresponding amount
    • Get the validated Payment Slip or PIF reflecting the PIN as proof of payment
