Foreigners Reminded to Report to the Immigration for Annual Reporting 2022 in the Philippines

The Bureau of Immigration (BI) reminds all registered foreign nationals in the Philippines and ACR I-Card holders* to report in person to BI’s main office for Annual Reporting (AR) in Intramuros, Manila, or to the nearest participating BI offices** within the first sixty (60) days of 2022. 


The Annual Report for 2022 shall be held from 02 January to 01 March 2022 and is NON-EXTENDIBLE. Failure to comply will result in administrative fines or imprisonment at the option of the BI Commissioner. 

A foreign national may only be EXEMPTED from personal appearance provided that they:

  • are below 14 years of age and above 65 years of age;
  • are mentally or physically incapacitated, provided a PWD ID is presented; 
  • are pregnant women, sick or ill individuals, provided that they present a medical certificate issued by his/her attending physician or hospital where he/she is confined;
  • personally appeared in at least one of the AR in 2019, 2020, or 2021 with an accomplished AR form; 
  • present an official receipt of the latest AR fee paid;
  • settle the payment of ₱500 express lane fee for non-appearance;
  • furnish a Special Power of Attorney (SPA) with a valid government-issued ID of the legal representative; and
  • present a valid passport and ACR I-Card.

*EXCEPT holders of Temporary Visitor’s Visas or Tourist Visas.

General Requirements for Annual Reporting for Foreign Nationals

For Personal Appearance:

  1. Original ACR I-Card for cardholders or original paper-based ACR
  2. Valid Passport

For Application filed thru Authorized Representative by Aliens Exempt from Personal Appearance:

  1. Original ACR I-Card for cardholders or original paper-based ACR
  2. Applicant’s Valid Passport
  3. Special Power of Attorney (SPA) with a valid government-issued ID of the legal representative

Appointment Scheduling System for Annual Reporting

To adhere to health regulations to help suppress the spread of COVID-19 in the Philippines, BI will only accept all immigration-related applications through the BI Online Appointment System (BIOAS). 

Foreign nationals undergoing AR 2022 must file for an appointment within the AR period. The appointment schedule will be system generated and will allot a maximum of 800 slots per day, from Monday to Friday. 

Note: Fully vaccinated clients, embassy personnel, and persons endorsed by foreign embassies are EXEMPTED from using the online appointment system. However, such will only be accommodated from 2:00 PM onwards. A vaccination card will be required prior to entry.

Sir/maam I dont pay annual report fee for last 5 years how is the penalty ??

Hi Felix,

Based on the 2022 Annual Report Guidelines released by the Bureau of Immigration, the penalty would be Php 2,000 per year unpaid. You may also refer to this link to know more.
